The complaint alleges that various staff acted improperly in regard to planning matters, and that Mayor Jan Barham, general manager Graeme Faulkner and Cr Ross Tucker acted against the public interest in council meetings. In his complaint to the ICAC Mr Buck describe the alleged misconduct as indicative of a pattern in the planning functions of this Council. This culture has survived various re-structurings and regime changes as well as regular senior staff turnover. The current Mayor, wishing perhaps to project an image of efficient and smooth governance while unable to make any inroads into the problem has, in effect, given up. Mr Buck detailed examples of alleged misconduct in all. Troupe has been invited to perform at the London International Youth Circus Festival LIYCF in . The festival will see youth circuses from all around the world come together to perform and share skills. The Albert Friends Instant Circus London have been hosting the festival since its inception in and they chose Spaghetti Circus to represent Australia. Petrea Owens, LIYCF General Manager, said, The LIYCF is an opportunity for young people to join together, to learn from each other, exchange skills, attend master classes, enjoy social and sightseeing activities and best of all meet other young people from around the world with a common interest in Circus The tour will also include performances at the Surrey Arts Festival with other local community arts groups and performances in a Big Top tent to German tourists in Sylt, Germany, hosted by Circus Mignon. Spaghetti Circus has also been invited by Steve Cousins from LetsCircus to visit schools and new youth circuses in the north of England to facilitate a Cultural Exchange Program and run workshops. The members of the Youth Performance Troupe have been hard at work fundraising for airfares. The London and German festivals are providing accommodation, national travel, and food so local Spaghetti Circus just needs help to get there. The troupe has been tirelessly busking at markets and other local events, and will be enthusiastically busking at the Mullum Music Festival this weekend. Rugby player Richard broke his neck playing for Bangalow in the opening game of the Far North Coast Village competition, resulting in quadriplegia. Since then, fundraisers in and around Bangalow as well as in Richards native New Zealand have generated sufficient money for both a block of land to be purchased and a house to be built.The event, which will constitute a house-warming party together with food, drinks, a jumping castle for children and tours of the house, is an opportunity for the Allen family to thank the community, friends, neighbours and Richards fellow players for all the support and generosity they have given since the accident. It will commence at 1pm and run through to around 6pm at 7 Paperbark Place in Bangalow and anyone who has lent a hand is welcome to attend.
