The Ballina Shire Local Government Area (LGA) has a popularly elected Mayor and is split into three wards A, B and C. Each council ward elects three council representatives from each ward that with the Mayor makes ten elected representatives.

The Ballina Shire was formed on 1 January, 1977 with the amalgamation of the Municipality of Ballina and Tintenbar Shire.

The population was 44,208 people in 2020 and like other areas of the Northern Rivers is seeing a significant increase in development and cost of housing.

A big issue for the Lismore, Ballina, Byron and Richmond Valley Shires is water security with the debate raging over the Dunoon Dam project which also draws in issues of viable population density, environmental stability and Indigenous heritage.
