The impact of Private Native Forestry (PNF) agreements are often contentious and with eastern Australia being the only first world country identified as one of 24 ‘deforestation hotspots’ around the world the question of who provides permission and oversees the consent for PNF is important.
The State government has asked Kyogle Council to invite the community to have their say on a planning proposal that would see Local Land Services (LLS) become the sole consent authority for PNF in the Kyogle Council area.

At the moment, landowners must get approval from both the LLS and Council to conduct private native forestry operations on land zoned RU1- Primary Production and RU4-Primary Production Small Lots.
If the planning proposal is approved and LLS becomes the sole consent authority for the Kyogle LGA, the legislative requirements for landowners to ensure private native forestry operations do not result in adverse environmental impacts will remain unchanged. And, the NSW Environmental Protection Agency would continue in its current role of monitoring PNF operations to ensure compliance.
Council will collate the submissions received and forward them to of the State Government for consideration. The State Government will then make the final decision.
The proposal will be on public display until 4pm Friday, 7 June. It can be viewed on the public notices page on Council’s website at https://www.kyogle.nsw.gov.au/council-engagement/council-business/on-public-exhibition/
Written submissions addressed to the Director Planning and Community Development can be sent to PO Box 11, Kyogle, NSW, 2474 or emailed to [email protected].
